The Arid and Semi- Arid Lands (ASALs) of Kenya compromise 23 counties which are the worst hit when it comes to extreme marginalization, drought emergencies, and endemic poverty. Although the counties constitute 89% of the country, the region harbors 18 of the 20 poorest constituencies in Kenya. The economy of the ASAL counties is dominated by mobile pastoralism and a critical feature is its marginalization from the rest of the country in terms of economic growth, challenging natural environment, insecurity, and lack of political leverage. The constraints are manifest in the 9 arid counties: Turkana, Wajir, Mandera, Marsabit, Isiolo, Garissa, Samburu, Baringo and Tana River. Key among the challenges is the inadequacies in enabling policy and institutional environment for a coordinated and integrated response to the problems facing the ASAL counties
The USAID’s Partnership for Resilience and Economic Growth (PREG) Institutional Support, Policy, and Learning Meetingwas held in Nairobi, Kenya on 2nd – 4th August, 2016.
The goal of the PREG Institutional Support, Policy, and Learning Activity was to support the alignment and harmonization of PREG activities – including the learning agenda – with county and national government frameworks for resilience activities, the strategic objectives were follows:
- Support PREG Secretariat to strengthen structures/systems for coordination and communication with PREG county teams
- Plan and coordinate learning activities according to defined PREG learning agenda
- Align and reinforce incentives for PREG collaboration at county-level and support the development of the work planning roadmap
